Rick Vaccaro Beat Chuck Timm From Extra City Council Election Ballots

A Big Surprise.  Rick Vaccaro Beat Candidate Chuck Timm From The Extra Ballots Being Counted After Election Day.

The Fairfield old boy network, and other politico's thought Pam Bertani came in first place, with incumbent Chuck Timm coming in second place.  But with the extra ballots counted, Rick Vaccaro actually beat Chuck Timm.

Pam Bertani is still well ahead of all other candidates including Brian Travis.

This is turning out to be an interesting election.  As Rick Vaccaro and Pam Bertani are more liberal than Chuck Timm, Republican mayor Harry Price may change course in his political direction?

Some Fairfield Political Mailers Can Get Out Of Hand

Beware of any bizarre political mailers that may be arriving in your mail box this election. Perhaps it will happen again next election if unethical politicos believe enough voters forgot the bully style mailers from the 2009 city councile election.

Fix Fairfield hopes voters will talk with their friends about the best city council and FSUSD school candidates to vote for.  Fix Fairfield probably will not endorse any city council candidates this year.  It will not be mailing out anonymous political mailers in any form.

Why Can’t All Candidates Promise To "Try" To Keep Fairfield’s Promise?


Some candidates are busy raising money, but too busy to seriously discuss if they will promise to keep Fairfield city's promise to its voters.

These candidates appear not to have shown interest in verifying the www.WestTexasStreet.com promise to Fairfield voters. We requested their response by last Wed 5PM:
• Brian Travis: we received the best response from Brian.
• Chuck Timm: he expressed interest and spent time discussing the matter.  But did not promise to at least "try" to meet the guidelines.
• Pam Bertani: No written or verbal answer.  I'm surprised because she has stood up strongly on behalf of Fairfield's central business district.  Perhaps as much as Brian Travis. Maybe she did not get our emails.
• Rick Vaccaro: We spoke several times in the past two weeks. Verbally he told me he was too busy at this time. We hope he will reply.

While nobody would dare say they are not interested in keeping the promise to redevelop the few remaining blocks between modern Solano County office building and I-80, reality is nothing has happened.  Why didn’t it get redeveloped in the 1980’s or 1990’s?  Why did redevelopment pass the 2001 deadline, while other new projects had many grant applications submitted? 

Fairfield City Manager Sean Quinn appears forced to curtail the project. He wants it done, but the old boy network “appears” to be having Sean divert focus from completing the gateway over these many years. This Oct 31 (Halloween) Sean may be providing some information on this matter – which sources tell us will not satisfy Fairfield voters.

There are political motives in not redeveloping the remaining few blocks. Future I-80 Downtown Fairfield Sign To Create Jobs:
• Capture Lost Business: Highway I-80 drivers targeted to spend money in our downtown.
• Install I-80 sign after the West Texas St gateway to downtown is finished: Make it half the old Solano Mall sign size.

Seek West Texas St Redevelopment Grants:
• Improvement grants are available. City will submit over five serious new grants a year. The city will place the highest priority on keeping its promised to improve Fairfield’s main gateway.

Street & Landscaping Improvements:
• Plans: Use the city’s paid West Texas St redevelopment plans for nice landscaping, and street median strip with landscaping. Adapt to changing planning laws. Seek over $18 million in grants.
• Use city gateway studies & plans already paid for: Plans nicely show West Texas Street leading to the modern Solano County office building through downtown.  The entry segment from I80 to Pennsylvania is past the 2001 deadline.

Building Facade Improvements:
$80,000 loans to each property. Low government backed interest rates. Can increase Fairfield business and jobs.

Verifying City Gets Results:
City staff will provide clear monthly progress reports. Every quarter, the City Council will publicly report all grant attempts and any progress. Fairfield city government will be encouraged to avoid word games, or wiggle out of this promise’s intention.

Future I-80 Downtown Fairfield Sign To Create Jobs:
• Capture Lost Business: Highway I-80 drivers can be targeted to spend money in our downtown.
• Install I-80 sign after the West Texas St gateway to downtown is finished: Half the Solano Mall sign size.
• Place “Downtown Fairfield” directional signs where practical.

Seek West Texas St Redevelopment Grants:
• Improvement grants are available. City will submit over five new grants a year. The city will place the highest priority on keeping its promised to improve Fairfield’s main gateway.

Street & Landscaping Improvements:

The city is seriously considering a plan to rob West Texas Street property owners the right to make many major improvements by changing zoning laws.  This then lets developers buy the property for less value 20 years later, and make bigger profits at the property owner's expense. Is it fair to change the city's promise then in effect rob Fairfield property owners who fell for Harry Price's dog pony tactics?

Things are hopefully changing for the better?

Fix Fairfield was able to see the good side of mayor Harry Price again.

Fairfield mayor Harry Price expressed serious interest in redeveloping West Texas Street when and if government monies come through again.  We can't expect anything to happen too soon though. City Manager Sean Quinn is working on the matter.  Fix Fairfield continues to have a high opinion of Sean Quinn's brilliance.

Here are a small portion of the things Harry & Crew Have Refused To Disclose.

• Refusing to give full details on the www.FairfieldGateway.com project he promised to redevelop, e.g.: where did the city really put the money allocated for the project? It disappeared before the state went into recession.
• The full connections between Harry and Crew with their financial interests in redevelopment projects other than West Texas Street.  WTX did not offer any "special gifts" to his old boy network, so the project got mysteriously canceled.
• Refusals from Harry and Crew to abide by the Fairfield Sunshine Act on open government is exemplified in many examples.

There's enough to write a book on Harry & Crew's tactics coupled with taking holding the voter's babies for his photo opps.

Association Of Bay Area Governments Meet In Fairfield

The Association Of Bay Area Governments organized a large Solano County planning meeting May 4, 2011.  Association Of Bay Area Governments heard local concerns about the need for more economic development.

Association Of Bay Area Governments organized Solano planners, contractors, developers (fewer in attendance due to the economy) along with private citizens.  Association Of Bay Area Governments (ABAG) was told that the main future focus should be more about job creation.

The three hour meeting Fix Fairfield's Steven Kays attended was later divided into smaller innovative brainstorm groups. Fix Fairfield attended Suisun mayor Pete Sanchez's table where we took advantage of Sanchez's wide level of experience in highway traffic design to solve today's Solano gridlock.

Jim Spering, Solano County Supervisor spoke about needing more stable finances, so Solano County can better design and innovate needed services. Fix Fairfield agrees with Jim Spering that Solano County may save money with better long term planning.

With nearly all California funds previously allocated for different projects, there is little wiggle room for Sacramento to redirect allocated funds from matters that now appear less urgent than they were years ago. California state senate and assembly probably cannot bypass past California referendums without yet another referendum.

Interestingly, a number of people in government wanted more job regulations, though studies show further restrictions on employers will further contribute to more Solano job losses.

It's hard to legislate ethics in the workplace, and not have that interpreted by employers as having their hands shackled.

Special Interests Control How Fairfield Unions Get Salary Protections

Personally I like most of the women and men in Fairfield's protective services.  They take their work seriously.  I should know as I almost won the Fairfield City Council elections though the unions supported those who won.

Guess why the Fairfield city council wanted Rick Vaccaro appointed?  Matt Garcia and I were friends - he told me I should have won the election as he knocked on few doors.  I knocked on more voter doors than any other candidate when I ran.  I dare anyone to do a large survey of Fairfield voters to prove this. 

Actually when Frank Kardos said he knocked on something like 9,000 doors I was floored.  So tempted was I to expose what appeared his falsehood. I kept my mouth shut on this and other negative things i knew about him because I prefer to avoid mud slinging campaigns. Others knew and also chose not to speak up.

Maybe I should have told the Fairfield City Council during the appointment process my close relationship with Matt Garcia.  But so soon after the great guy's funeral was simply not something I felt was right for the time.

I'm not taking sides, but simply shedding light on part of what I know is really going on in our Fairfield, capital of Solano County.  Politics requires tough decisions, and Fairfield city employees need all the support they can get. Please Support Our Fairfield City Employees. They Have Families To Support Too.

Solano Hopefully Far Enough From Nuclear Power Plants

Luckily California has only two nuclear power plants. California nuclear power plants appear to use similar technology to those in many of Japan's nuclear power plants.

We predict chances are very low for new Solano nuclear power plant construction in the reasonable future. Solano is hopefull far from nuclear power plants.

One California nuclear power plant is in Diablo Canyon nuclear power plant high up the hill over the Pacific Ocean near San Luis Obispo. The other is the San Onofre nuclear power plant near Long Beach. Both California nuclear power plants use pressurized water reactors.

Diablo Canyon wishes to extend their nuclear power plant’s operating license, which may expire in about 15 years. Opponents point in part to the discovery of a previously unknown fault about a mile offshore.

Pacific Gas and Electric's nuclear power plant geological studies show Diablo Canyon's nuclear power plant's maximum seismic strength for a California earthquake near the nuclear power plant at maybe 6.1 to 6.5, and other factors shows it will withstand a quake of around 7.5.

Japan's March 2011 earthquake was 8.9.

With High Unemployment, Employers Now Get Fairfield Salary Subsidies

Fairfield's 80 to 80 Corridor Revitalization Plan

The City of Fairfield’s 2008 project studied the entire corridor from West Texas Street to North Texas Street. In this larger context, the 80 to 80 plan outlined the vision for West Texas Street and reiterated the importance of West Texas Street as a vital gateway to downtown Fairfield. The 80 to 80 Fairfield plan proposes different interesting improvements. These include creating a pedestrian friendly environment along the street, such as separated sidewalks, landscaping and street trees, additional street lighting, decorative crosswalks, and median islands.

City Might Fix One Block Of West Texas Street

Fairfield City Council is discussing plan to revamp about one block of West Texas Street from McDonalds (Beck Avenue) to the roadway under I-80. The Feb 15, 2011 Fairfield City Council session on the project went well.

It's great news that the city is moving forward on keeping part of the promise to complete redeveloping West Texas Street. Fairfield voters look forward to the main section of West Texas Street, from Beck to Pennsylvania to also be redeveloped. Ideas to redevelop West Texas Street were discussed for decades (check city records). While plans to start the changes should have happened in 2000, happily things are moving forward.

Discussions on adding again another traffic light to West Texas Street will further hurt traffic getting to downtown Fairfield. Fairfield Planning needs to reduce the obstacles in getting from I-80 to downtown and the Solano County capital building.

The $350,000 discussed for this project will be moving forward for now. But who is responsible for the Fairfield Gateway project?

They include: Fairfield Mayor Harry Price, Fairfield City Council members John Mraz, Catherine Moy, Chuck Timm, Rick Viccaro, Erin Beavers, Fairfield Director of Community Development, David White, Assistant to Fairfield City Manager, Curt Johnston, Fairfield Economic Development Division Manager, Brian Miller and many other Fairfield City staff. Fairfield needs to cut another $7 million from the budget.

Fairfield City Council Session Won't Answer About Broken Promise

At the Feb 1, 2011 Fairfield City Council session tonight, the city was asked about their Fairfield Gateway Promise. The city promised to complete the redevelopment of Fairfield’s main gateway. But mayor Harry Price and others politely danced around clear answers.

Tonight FixFairfield.Org sent a letter to the city and "hopes" to get clear answers as required by the Sunshine Act. Clear answers are not expected however.

City Decides To Dump Low Income Housing Into Central Fairfield

Who is going to pay the increased costs from further burdens Fairfield is placing upon central Fairfield? School costs will go up with more low income housing. With the lack of local jobs, will the new residents be paying enough in taxes to at least cover public school costs? More long term low income residences (while needed) are dumped into central Fairfield versus other locations. The city promised to start improving central Fairfield over a decade ago, and things only keep getting worse.

FixFairfield.Org attended the Fairfield City Council session on Jan 4, 2011. Fairfield Motel owners probably didn't attend because they didn't want to get the city angry. There are many more dynamics on the city not keeping its promise. 

Fairfield planning (or lack there of for central Fairfield) has many more dynamics.  For example, there are good sides to allowing the motel conversions, as fewer Fairfield police calls might be made regarding short term visitors.  Yet will the new proposals outweigh the further burdens the city enjoys dumping outside their own neighborhoods?

Fairfield Police Greatly Help In Fixing Fairfield - Today's FFPD

Fairfield PD remains busy in central Fairfield.  Vagrants and Fairfield got the message from Fairfield's City Council.

Solano businesses in central Fairfield (downtown, plus West Texas Street, plus the previously redeveloped Armijo high school area) are happy with increased Fairfield police patrolling Fairfield's business tax base.  The number of Fairfield vagrants has dropped tremendously since Fairfield City Council's John Mraz and Chuck Timm turned the Fairfield Police Department around.  Thanks to Fairfield Police Department (FFPD), Fairfield shoppers have become more comfortable shopping in our downtown Fairfield.

Any future Fairfield police budget cuts however should not touch central Fairfield, until the city finishes its promise to fix the remaining redevelopment they promised.  With increased Fairfield tax revenues from the redeveloped central Fairfield, our FFPD will have more money to continue offering the team stable employment.

Fairfield Reaching Out To Sister City Nirasaki, Japan

Fairfield mayor Harry Price will help lead the 40th year celebrations.

Fairfield and Nirasaki, Japan, celebrate their 40th year sister city relationship in 2011. Fairfield students have been traveling to and from Fairfield, California to Nirasaki, Japan for 23 years.  The Nirasaki - Fairfield sister city coordinator Arletta Cortright's daughter is one of many who love Nirasaki, Japan.

Steven Kays, Founder of FixFairfield.Org and Innovation Institute worked in Tokyo.  Kays' father worked for USIA (US Information Agency) at the US Embassy in Tokyo.
